Have you ever noticed the flag button on the navbar of your blog on Blogger. It is a feature for visitor to report blogger about the content of the blog. If blogger receive numerous flags from same blog they will put a Content Warning Page for your blog.
When a visitor comes to your blog this page will be shown asking him whether he/she really wants to go to that blog. This will result in huge drop in your visitor count. Blogger provides no way to get rid of this warning page. So removing that Content Warning page from your blog is impossible. To restore your blog the only way is to create a another blog and import all the posts to that blog. So you may think that the traffic will be lost, there is a trick idea to regain your whole visitors to your new blog. The Content Warning page is shown be validating the blog id not the url.
So what you have to do is to change the url of your current blog showing warning page to any, And change the url of the new blog to the old url of your blog. By this way you can restore whole contents and visitors of your new blog.
